A web designer could only design your website as he is responsible for visual aesthetics and usability, such as colours, scheme, layout, and more. A web developer also could provide you with a fully functional website. However, he will use coding such as HTML5, CSS, JavaScrip, PHP and other programming languages to bring your website to life. The coding could be split into two categories front-end and back-end. The front-end, know as the client-side, is the structure that will determine how the design of your website will be display by a designer. The back-end or server-side is responsible for managing data within the database and send it to the front-end to be displayed. As you already figure out, the job of a front-end developer shares the most overlap with a web designer. The front-end developer doesn't usually create mock-ups, selecting typography or colours. The designer generally provides those types of features, but it is the developer job to bring them to life.
To summarise what I just said. The difference between web designers and web developer is enormous. A web designer brings business ideas an on-screen reality and knows what the audience of a specific business will enjoy. A web developer will build the core structure, using coding languages to construct the logic and mechanics of the websites. Sometimes you will need both to get the best experience, especially a built from nothing. You will need a web developer to develop your website foundation and a web designer to look the way you and your users want.
